With nearly 1800 games released just in North America alone, I have to chuckle any time I see a "Top 10" or "Top 25" game list. Even a "Top 100" would leave a lot of really awesome games out! You could get into "Top" in each genre but the genre's don't scale evenly. A "Top 10" in puzzle may work but picking a "Top 10" in racing or rpg would be much harder.

Sports games are almost redundant to rate. You are either a fan of the sport or not so they kind of rate themselves according to the individual. Being a fan of Hockey and Football, they all rate fairly high for me since I played those games every year. The rest of the sports not so much. There are exceptions of course. I have very little interest in Basketball but NBA Jam is still a totally fun game!

Considering that emulation will be a focus for many, there may be a selection of games that aren't really playable no matter how good they were back then. A couple of on-line only games, and the guncon games come to mind. You may very well be able to plug a "Guitar Hero" or "Buzzer" peripheral into your PC somehow and play these games, I am not really sure. But I imagine most people don't have these anymore anyway.
